The eCM gets installed with a test certificate. Depending on the Internet Explorer's security settings running Flash plugins may not be allowed when an invalid certificate is in place since the connection is put into the Internet zone and not into the Local or Trusted security zone.
Either import the eCM test certificate and the Certificate Authority's certificate that signed the eCM certificate into the certificate store of the Internet Explorer or exchange the eCM certificate with a valid one.
